Tomás Soto Jara is a researcher at the Center for Public Systems, part-time professor of the Department of Industrial Engineering and a research assistant at the State Reform Group of the Institute of Public Affairs of the same university. His research areas focus on: Implementation of public policies, public management, State reform, civil service, decentralization, project evaluation. In particular, he has evaluated some of the pilot telework programs of the State of Chile. Fulbright scholar to continue doctoral studies in the United States.
